It appears that your filesystem's character set is not declared properly.
Textadept checks for the following environment variables:

   $CHARSET
   $LC_ALL
   $LANG

$CHARSET is normally "UTF-8" if set. Otherwise, $LC_ALL and $LANG would be
something like "en.UTF-8" or "de.UTF-8" I believe.
