Textredux[1] might be an option for such a tool -- it has a simple ctags
module [2] (based on code Mitchell posted on the Wiki a long time ago)
for navigation.
For example, adding a way to insert a function name instead of jumping
to the definition would look like

list.keys['s\n'] = function()
   local sel = list:get_current_selection()
   list:close()
   if sel then buffer:add_text(sel[1]) end
end

(Shift+Enter, would be added in the last if clause.)
