I am sorry, but I do not build GTK on Windows myself. I rely on the pre-built Windows binaries for GTK, and the latest version is 2.24.10.

I'm afraid I know nothing about Asian inputs, GTK, and how to accomplish this in Textadept. If you ever manage to figure it out, please let us know so that others may benefit from your knowledge.
